How is LAHSA funded and governed?

The Los Angeles Homeless Services Authority is a joint powers authority of the City and County, created in 1993, governed by a 10-member Commission appointed by both, and funded mainly by the County and City along with state and federal money.

What LAHSA is

The Los Angeles Homeless Services Authority is a joint powers authority of the City and County of Los Angeles, created in 1993. It is the lead agency for the federally funded Los Angeles Continuum of Care, and it coordinates and manages federal, state, County and City money for shelter, housing and services for people experiencing homelessness. It provides funding, program design and technical assistance to more than 100 nonprofit partner agencies, which run outreach, shelters, housing and prevention programs.

Who governs it

LAHSA is governed by an appointed 10-member Commission with authority over its budget, funding, planning and program policies. Five members are appointed by individual County Supervisors and confirmed by the Board of Supervisors; five are appointed by the Mayor and confirmed by the City Council. The Commission normally meets on the fourth Friday of each month. As of this note, LAHSA's Commission page lists one City seat as vacant.

Where its money comes from

A County Auditor-Controller review published in May 2026, relying on LAHSA's internal records, put LAHSA's FY2025-26 budget at about $829 million, with about $379 million (46%) from the County and about $290 million (35%) from the City. LAHSA also receives state and federal funding.

The same review describes a change in how County money flows. In April 2025 the Board of Supervisors approved a new County Department of Homeless Services and Housing, which launched on January 1, 2026. Beginning in FY2026-27 it is expected to contract with service providers directly and to administer only limited funds through LAHSA.
