What do council offices spend?

In FY2024-25 the City Controller recorded $50.46M spent from council discretionary accounts, against $49.92M in FY2023-24. Of the FY2024-25 total, $24.15M is recorded against one of the 15 council districts and $26.32M has no district recorded. The data runs only through Jan 16, 2026: FY2025-26 to that date shows $28.86M, against $21.26M at the same point of FY2024-25.

Who received the money

This dataset has no payee field. Recipients appear, when they appear at all, inside a free-text transaction description, often as an invoice or contract number, so the records cannot be totalled by recipient without guessing. Payments to outside vendors also appear in the City's checkbook, which does name payees.

Sources

  • The source is the Controller's dataset “Council Districts Discretionary Expenditure Since FY23”, published on the Controller's open data portal with a stated bi-weekly refresh.
  • Its description of each amount: “The amount made to outside vendors and/or other city departments. A negative amount typically indicates a discount applied to another purchase.” Totals here can therefore include money sent to other City departments, not only payments to outside vendors.
  • Its notes: “Notes: Transactions with a Budget Fiscal Year prior to 2023 are not included (due to limitations in the FMS_GL_09 universe), regardless of the Fiscal Year specified. To ensure data completeness, the bi-weekly update retrieves records based on a record date set two weeks prior to the extraction date, rather than the retrieval date itself.”
  • The dataset's fiscal year field is read here as the year a fiscal year ends, which is what the transaction dates show (rows labeled with a year run from the July before it to the June of it).
  • The Controller last added rows on Jan 21, 2026; the latest transaction is dated Jan 16, 2026.
